May 27th—30th 1953 — Montreux Extraordinary FISA congress Present: 31 delegates from 20 federations The FISA president announced that, as a result of the death of Henri Montadon, Karl Muller had been ap pointed to succeed the latter as secretary-treasurer. Proposed by France and Holland, the European wom en’s championships were created, the first one to take place in 1954, with 5 events (4 + , lx, 4x+ (coxed quad ruple sculls), 2x, 8 + ). These championships would not necessarily be organised by the country which was or ganising the men’s championships. The Dutch federa tion offered a trophy called “the Windmill” for the na tional federation gaining the highest number of points during these championships. The new Statutes, Rules of Racing and Regulations for European championships were approved. FISA would in future be governed by an annually elected administrative council comprising the president, two European vice- presidents, overseas vice-presidents and a secretary- treasurer. Along with this council, a consultative techni cal commission was instituted, made up of five members elected for five years, one of whom was to retire each year. The function of this commission was to give rulings on matters submitted to it by the council. It is of interest that in all the articles examined the expression “Europe an championships” had been replaced by “European and American championships”. The definition of an amateur oarsman had been changed, in keeping with the times. Qualifying examinations for international umpires were increased in number.
