Benjamin Spock, later to become the counsellor of mothers-to-be in many parts of the world, was a member of the winning crew. S According to many rowing experts in France, the organi zation of this regatta had been less than perfect. Indeed, both the officials of the French federation and those of the Olympic committee had been reluctant to cooperate in the organisation. The result was not entirely success ful. The course at Argenteuil was not seen to its best pos sible advantage. The technical organisation, albeit without any major defect, was not above reproach. There were not enough events on the programme. Publicity was scarcely adequate. As a result, the number of spectators was disappointing, considering the quality of the oars men and the closeness of the racing. The lesson to be learnt from this was: leave the technicalities to the ex perts. July 10th 1924 — Paris 4th extraordinary FISA congress During the Olympic regatta in Paris, three meetings were held in succession: two preliminary meetings, then a plenery one, including, as well as the FISA delegates, those of non-affiliated countries. Present: 22 delegates from 10 federations Affiliations: The Polish federation became an ordinary member, and the Yugoslavian federation was accepted as the first extraordinary member, i.e., in accordance with the new Statutes, having only one vote in congress, and under no obligation to organise European champi onships. A request for affiliation was received from Chile. The seven boat classes in the European championships would in future be those of the Olympic regatta (4 +, 2-, lx, 4-, 2 + , 2x, 8 + ), in that order. This programme was to remain unchanged for several decades, until 1974, when the 4x was added to the programmes of both the World Championships and the 1976 Olympic Games. The trophies for the two new European championship events were presented firstly by the Dutch federation for the 2- (“Prix de la Hollande”) and secondly by the Span ish federation, for the 4- (“Prix de la Catalogne”). July 31st, August 1st—2nd 1924 — Zurich, 27th FISA congress The meetings took place in the town’s former guildhall, the “Zur Meise”, a very beautiful old historic building, with its high ceding and wide windows opening onto the river Limmat, which flowed out of the lake a few metres away. Present: 15 delegates from 7 federations. The principles of amateurism for oarsmen were rede fined: Any oarsman who provided for his own daily needs, apart from having his travelling expenses in curred by competing in regattas reimbursed, was deemed to be an amateur. The president of the federa tion which he was representing at international regattas would be personally responsible for the implementation of this rule.
