Hayward Baker Inc. announced that retired Vice President Joseph Welsh received the 2014 Outstanding Projects and Leaders (OPAL) Award. The OPAL Award, established in 1999 by the American Society of Civil Engineers (ASCE), recognizes Welsh’s lifetime accomplishments of noteworthy contribu- tions to the civil engineering industry over the past 50 years. He received the award on March 20, 2014 at the OPAL Gala in the Washington, D.C. area. Welsh’s notable projects include the Port of West Africa, Central Boston Artery Tunnel, Pakistan Tarbela Dam and the Malaysia Petronas Twin Towers. Noteworthy publications by Welsh include Soil Improvement – A Ten Year Update published by the ASCE, and a Federal Highway Administration Manual, Ground Improvement Technologies. Ed Paradi s joined Resiplast US, Inc. as national sales manager for the U.S. and Caribbean. He has served the chemical grout industry for over 20 years and been involved in some of the country’s highest profile projects. GRL Engineer s an- nounced the opening of a branch office in Seattle, Wash. Marty Bixler, one of GRL’s most senior and accomplished testing engineers, will manage the new location. Bixler has been with the Florida office for almost 20 years. The new office will provide PDA services on driven or drilled foundations, integrity testing by low strain, thermal profiling and CSL methods, wave equation analysis, SPT Hammer and Becker Drill calibration, and other specialty services and analyses. Hercules Machinery Cor- poration is now the exclusive dealer for HPM, Srl drilling equipment in North America, Central America and the Carib- bean. HPM manufactures drill mast assem- blies mounted exclusively on Caterpillar chassis, and is owned by drill designer Giuseppe Cartechini (pictured). Tirolo will serve as a senior advisor on Arup’s large heavy civil infrastructure projects as well as help expand the firm’s presence in the tri-state area. He holds both B.S. and M.S. degrees in Civil Engineering from the City College of New York. Tirolo is a past president of the Metropolitan Section of ASCE and has been an adjunct professor of civil engi- neering at Columbia University since 2004. Jacobs Associates, a leader in underground design and construction management, opened an office in Sydney, Australia. The new office joins Melbourne and Auckland as the firm’s third Australasian office. Mark Trim, a lead associate, played a key role in establishing the new Sydney office. Trim has 15 years of experience as a design engineer specializing in permanent and temporary underground structures. Jacobs Associates also announced the addition of David Corkum, P.G., as a new principal. Corkum has 35 years of experience in heavy civil underground construction, with a focus on geotechnical engineering.
